The Village of Bluffton, funds essential public services—such as police and fire protection, parks and recreation, water and sewer utilities, and street maintenance—through local income tax revenues. To administer this tax, the village maintains an income tax account for each business operating within the village's corporation limits. The Village of Bluffton Income Tax Department administers and enforces local income tax laws in accordance with the Ohio Revised Code and the Village's Code of Ordinances.
BUSINESS INCOME TAX RETURNS ARE REQUIRED
Businesses located in Bluffton OR with employees working in the Village must establish a business tax account by submitting a Q-2 Business Registration Form (see link below) within 15 days of beginning operations in the village.
All such businesses are required to file a Bluffton Income Tax Return for the tax year operations or work begin and continuing annually until the business closes or no longer has employees working in the Village.
Returns are due annually by April 15 or 3 1/2 months after the business year-end, regardless of the amount of income earned or loss incurred. Businesses must notify the Village Income Tax Office upon closure or when employees are no longer working within the Village. WITHHOLDING TAX IS REQUIRED
Businesses with employees working in Bluffton must withhold Bluffton income tax from employee wages and remit it to the Village Income Tax Office either monthly or quarterly:
Remit Monthly: Businesses should remit monthly if they withheld more than $2,399 in the previous calendar year OR if the total amount of taxes withheld in any month of the preceding calendar quarter exceeded $200.
Remit Quarterly: Businesses should remit quarterly if they do not meet the above criteria for remitting monthly.
For monthly remittance, payments are due by the 15 day of the following month and for quarterly remittance payments are due by the last day of the month following each calendar quarter.
The Village of Bluffton's Income Tax rate is as follows:
- for tax year 2025 returns and going forward = 1.65%
- for tax year 2024 returns and prior = 1.25%
A W-3 Reconciliation form must be completed annually and is due in the Bluffton Income office by February 28 of the following year, along with copies of all employee W-2s, 1099-NEC and 1099-MISC forms that were issued during the tax year for work done in Bluffton.
