In Ohio, local communities—including the Village of Bluffton—fund public services such as police and fire protection, parks and recreation, water and sewer services, and street maintenance through the collection of local income tax. To administer this tax, the Village of Bluffton maintains an income tax account for each adult resident living within the community.
New residents must establish a resident account for each household member age 18 or older by completing and submitting a Q-1 - Resident Registration (see link below) to the Village of Bluffton Income Tax Office within 15 days of your move-in date.
The Village of Bluffton Income Tax Department administers and enforces local income tax laws in accordance with the Ohio Revised Code and the Village Code of Ordinances.
All full- and part-year adult residents are required to file a Village of Bluffton Income Tax Return beginning with the year of residency and continuing annually until they move out. Returns are due April 15 each year, regardless of your income level, self-employment loss, or employer withholding, and may be filed individually or jointly with a spouse. Upon leaving Bluffton, residents must notify the Village Income Tax Office of their change in residency.
Income that is taxable by the village and needs to be reported on your village return includes, but is not limited to, salaries, wages, tips, commissions, winnings, self-employment income, rental income, farm income, and other compensation. Please refer to the Bluffton Code of Ordinances for a complete list.
If you are employed and municipal income tax is not withheld from your pay, Ohio Revised Code 718 requires you to make quarterly estimated tax payments if you expect to owe $200 or more in municipal income tax. In this case, complete the V-1 - ESTIMATED INCOME TAX PAYMENT VOUCHER forms (see link below) and submit each voucher with payment to the Bluffton Tax Office by the indicated due dates, beginning with the voucher closest to today’s date.
Residents who are fully retired or permanently disabled and have no taxable income are not required to file a village income tax return after completing and submitting an E-3 PERMANENT CERTIFICATE OF NO TAXABLE INCOME form (see link below). This exemption remains in effect unless taxable income is later received, at which time the village must be notified. If applicable, submit the certification form to the Bluffton Tax Office within 15 days of becoming fully retired or disabled.
